Terms of Reference - Updated March 2020
Purpose
The Campus Master Planning Advisory Committee (CMPAC) is an advisory committee to the Provost and Vice-Principal, Academic (Provost). It serves as a forum for consultation and advice to the Provost on strategic issues and priorities related to campus master planning and significant capital projects in relation to campus master planning. The Committee is chaired by the University Planner.
I. Campus Master Plan
The CMPAC has a consultative and advisory role in the development, review and amendment of the Campus Master Plan (CMP). In particular, the Committee will:
- Receive reports from University Staff and provide comments to the Provost regarding the Campus Master Plan as a key component of an integrated strategic planning framework.
- Receive reports and provide comments to the Provost with respect to all campus planning and development activity in the context of the CMP and review Capital Project plans for adherence to the CMP and overall planning principles and strategies.
- Participate in consultative processes and make recommendations to the Provost for updates and amendments to the Campus Master Plan, and its associated recommendations and guidelines.
- Report regularly to the Provost, through the Chair, to support ongoing accountability for the CMP.
- Support communication and help to advance the profile of the CMP as a living document and a critical component of the University鈥檚 integrated strategic planning framework.
II. Capital Projects
The CMPAC participates in a consultative role in reviewing the alignment of significant capital projects with the Campus Master Plan, and will:
- Review relevant capital project plans to determine if proposals support the Campus Master Plan and its associated recommendations and guidelines.
- Identify and highlight where capital project plans do not conform to the CMP. The Committee may provide advice to the Provost on solutions to resolve non-conformance including but not limited to design refinement and/or amendments to the CMP, where appropriate. At the discretion of the Provost, a non-conforming project may be required to come back to the Committee to demonstrate how conformance with the CMP has been achieved, prior to the project moving forward.
- Based on the guidelines and recommendations of the CMP, provide advice and recommendations to the Provost with respect to capital projects regarding the siting, massing, relationship to adjacent buildings, exterior design, landscape treatment, and the provision of interior public walkways so that the interconnectivity of the exterior and interior public realm can be assessed.
- The CMPAC will normally review all significant capital projects prior to the submission of a Municipal Land Use approvals application.
- In the event that a capital project is altered significantly after the initial CMPAC review, at the Provost鈥檚 discretion, the committee shall review the changes prior to the project seeking municipal approval.
- In the event that a major capital project is not subject to a municipal land use approval process, the committee will normally review the project prior to the application for a building permit.
III. Campus Grounds Planning
- The CMPAC advise the Provost on matters regarding campus grounds development and issues involving major public spaces or that have a considerable public impact. This includes projects that may significantly affect or change the appearance, configuration, accessibility or use of campus grounds and grounds-related facilities.
- Grounds projects within the purview of the CMPAC include, but are not limited to the following:
- The review of the design of open space projects as defined in the CMP or as requested by the Office of the Provost;
- Issues related to safety and accessibility on campus grounds, including the lighting of campus grounds and exterior of buildings; and
- The location of significant permanent exterior signage.
IV. Ad-Hoc subcommittees
The Committee will make recommendations to the Provost on the establishment and dissolution of special purpose subcommittees or working groups from time to time.
V. Composition
Appointed (voting members):
- Vice-Provost (Digital Planning) and University Librarian (or designate)
- Vice-Provost and Dean of Student Affairs (or designate)
- Vice-Principal (Research) (or designate)
- Associate Vice-Principal (Indigenous Initiatives and Reconciliation) (or designate)
- Associate Vice-Principal (Human Rights, Equity and Inclusion) (or designate)
- 1 Faculty Dean
- 3 Faculty and 2 Staff Members, one of whom is a member of Senate.
- A member of the Human Rights and Equity Office with training in accessibility in the built environment, as recommended by the Associate Vice-Principal.
- 2 Students, one to be recommended by the AMS, one to be recommended by the SGPS.
Ex-Officio (non-voting members):
- Chair, University Planner
- Associate Vice-Principal (Facilities)
- Director, Design and Construction
Membership will be approved by the Provost on the recommendation of the University Planner or stated delegate(s) for each constituency.
Members will be appointed for three-year terms. Appointments are renewable, based on recommendations to the Provost.
The Departmental Assistant and Special Projects Manager, Planning & Budgeting are resources to the Committee.
