When Heritage Minister Melanie Joly in 2016 announced a review of all broadcasting and cultural policies, she said that 鈥渆verything is on the table鈥. That鈥檚 a big deal, because Canada鈥檚 arts and cultural industries account for over 700,000 jobs and $53 billion in direct contribution to the GDP. Recently, the first stage of the review was announced, with promises of more funding in federal cultural programs and a controversial deal with Netflix.
So, is this that start of a cultural policy revolution? Does the Netflix deal bring substantial benefits to Canada? Is the government avoiding the challenge of a policy on the Internet and digital streaming? What鈥檚 for real in all of this?
